The fact that Dana Watson failed to stop Kairus meant there was now no one left in the Empire capable of stopping him.

Her breathing had stopped, so Dana Watson could not answer Kairus’s words. Even if, by some chance, she could have answered, it would not have mattered.

Because Kairus had collapsed unconscious as well, unable to return any reply.
